Trying to add quest books to vendors

I am trying to get the quests to work...i tried making one with the bob tutorial but i do not have all the access....and the admin of the shard does not have a clue how to use the xml spawner for anything...I have given up on that and simply want to make quest books and put them on a vendor....i have made the quest book set the peramiters and now i have everything done It won't drop onto the npcs backpack...how frustrating...and i did not make it playermade because i wanted the questpoint option....and doing it playermade the players were having problems recieving the reward so...I thought i would try something different...any help???
